No, you are not required to buy new servers beyond the first one with the HP OEM SBS 2008 license purchase. If you currently have a server that meets Windows Certification logo requirements for Windows Server 2008 x64 edition and meets the minimum hardware specifications listed on the Microsoft site, you should feel confident you can re-purpose your server for SBS 2008 Premium.
If however, you plan to downgrade the media on the second server and it is not a HP server, you must obtain the downgrade media from Microsoft since the HP downgrade media is HP BIOS locked.
